The story follows Eric Carter, a decorated Army Ranger who returns to the United States only to find that his past has followed him home. When he becomes the target of a terrorist cell seeking revenge for a mission he led in Yemen, he is forced to turn to the Counter Terrorist Unit (CTU) for help. As the threat escalates, Carter works alongside Rebecca Ingram, the former head of CTU who is struggling to balance her personal life with her husband's political ambitions. Together, they must race against the clock to stop a massive terrorist attack on American soil, uncovering a deep-seated conspiracy that threatens the nation's security.
