Frank Tagliano, a former New York mobster, testifies against his boss and enters the FBI witness protection program. Having fallen in love with the Norwegian town of Lillehammer during the 1994 Winter Olympics, he requests to be relocated there. Renamed Giovanni Henriksen, Frank tries to blend into the picturesque, law-abiding Norwegian community, but his old mob habits die hard. He soon begins building a local criminal empire, clashing with the contrasting Scandinavian culture, local bureaucracy, and eventually his own past catching up with him.
