Set in 18th-century Joseon, the Crown Prince Lee Sun is forced to wear a mask from childhood to hide his face after his father makes a dangerous pact with the Pyunsoo Hoe, a shadowy organization that privatizes and monopolizes the nation's water supply. As he grows into a just and intelligent young man, he secretly sheds his mask to venture outside the palace walls, where he uncovers the suffering of the common people caused by the corrupt syndicate. Determined to reclaim the throne and liberate his people, Lee Sun joins forces with Han Ga-eun, a brilliant woman seeking revenge against the royal family for her father's execution, and Lee Sun, a commoner who shares the exact same name. Together, they wage a dangerous war of wits and rebellion against the supreme leader of the Pyunsoo Hoe, risking their lives, loyalties, and hearts to restore justice to Joseon.
